Victoria's 2027 gas hot water rule: what Sale households need to know

What changes on 1 January and 1 March 2027 for gas hot water in Victoria, who it applies to, what stays the same and the open question for LPG homes near Sale.

From 1 March 2027, when a gas water heater in an existing Victorian home reaches the end of its life and cannot be repaired or safely maintained, it has to be replaced with an electric system. New homes must be all electric from 1 January 2027. Your gas cooktop and gas heater are not affected, and a working gas hot water unit can stay in service and be repaired.

What are the dates and which rules set them?

Energy Victoria’s page on electrification and efficiency standards lists three changes, each made under a different set of regulations.

Start date What changes Instrument named by Energy Victoria Who it affects
1 January 2027 New homes and most new commercial buildings built all electric Building Regulations 2018 Buyers and builders of new homes, surveyors, plumbers, electricians
1 March 2027 End-of-life gas water heaters in existing homes replaced with electric Plumbing Regulations 2018 Owner-occupiers, plumbers, electricians
1 March 2027, phased Minimum efficiency standards for rental homes Residential Tenancies Regulations 2021 Rental providers, renters, agents

The same page says a range of exemptions exists for situations where electrification or meeting the standards is impractical or costly. It does not list them on that page, so ask a licensed plumber whether one could apply to your home before you assume it does.

When exactly does the hot water rule apply?

The trigger is failure, not age. AusNet Services, which runs gas and electricity networks in Victoria, describes it like this on its guide to the new rules:

  • The rule bites when a gas hot water system reaches end of life and cannot be repaired or safely maintained.
  • It does not apply to apartment buildings with centralised hot water.
  • Existing gas appliances in good working order can keep running and keep being repaired.
  • Gas cooktops and gas space heaters can still be replaced with gas models.
  • Renovating does not force a switch on its own. A knock-down rebuild does, because the new house must be all electric.

Energy Victoria’s VEU hot water page adds that the rule also covers gas swimming pool heaters in existing homes.

What counts as an electric replacement?

For an owner-occupied home, the replacement must be an electric system. In practice that means one of:

  • a heat pump water heater
  • solar hot water with an electric booster
  • an electric storage tank.

All three meet the rule. They differ a lot in running cost. Energy Victoria says heat pumps use up to 75% less electricity than a standard electric storage system, and the state publishes a yearly saving estimate for households that switch from gas. The heat pump hot water page covers choosing and siting a unit for Gippsland winters.

What is different for rental homes?

Rental properties have a stricter standard. AusNet says that from 1 March 2027, if a hot water or heating system in a rental stops working and cannot be repaired, it must be replaced with an efficient electric option such as a heat pump or reverse cycle air conditioning. Energy Victoria’s VEU page gives heat pumps and electric-boosted solar as examples for hot water. A plain electric storage tank is the cheapest unit to buy, but it is not the efficient option those pages describe. Landlords with tenants in Sale, Wurruk or Maffra are better off planning the upgrade before the old unit gives out.

Does the rule apply to LPG bottled gas homes?

This is the part that is not settled in the sources, and it matters for any home near Sale that heats its water from LPG cylinders or a bulk tank.

The two public sources say different things:

  • AusNet’s guide states that LPG (bottled gas) can still be used for barbecues or in regional homes for hot water and cooking.
  • Energy Victoria’s VEU page says that a gas water heater reaching end of life from 1 March 2027 cannot be replaced with another mains gas water heater.

Neither page lays out the LPG position in the regulations themselves. Do not assume your LPG unit is exempt, and do not assume it is caught either. Before you order a replacement for an LPG system, ask a licensed plumber or gasfitter to confirm how the Plumbing Regulations 2018 apply to your address, and get the answer in writing on the quote.

How does the change play out in Wellington Shire?

Sale sits about 19 kilometres from the Longford gas plant, and the town grew with the oil and gas industry after 1965. For a Sale home with gas hot water, the 2027 rule changes the next replacement, not the unit in place today. Two local points are worth weighing. First, Sale’s winters are cold, with July minimums averaging a little over 3 degrees on figures quoted from the East Sale station, so a heat pump chosen for this district should be one rated for low air temperatures. Second, towns such as Heyfield and Loch Sport are a drive from most trade bases, which makes a planned swap on a weekday cheaper and easier than an urgent one after a failure. A planned job also gives time to check whether the switchboard needs work.

What should you do before your gas unit fails?

The rule only bites on failure, but failures come at bad times, often on the coldest mornings. A plan made in advance keeps the decision yours.

  1. Find the age. A unit near the end of its expected life is worth pricing now.
  2. Check whether it can still be repaired. A thermocouple, valve or anode replacement may buy years on a gas unit, and that is still allowed.
  3. Get an electric quote while you have hot water. Siting, power supply and drainage can then be sorted without a rush.
  4. Check rebates first. VEU discounts and the Solar Homes rebate have to be lined up before purchase in most cases. The hot water replacement checklist sets out the order.
  5. Think about the gas connection. If hot water was your only gas appliance, ask your retailer what happens to the supply charge once the meter is no longer used.

How much does switching cost?

For an installed replacement of any type, the regional guide behind this site’s figures gives $1,400 to $5,100 per system, with heat pump and solar units toward the upper half before any discount, and the gas side of a like-for-like gas replacement at $300 to $800. Moving the unit or adding a circuit adds to the total. VEU, Solar Homes and federal Small-scale Technology Certificates can bring the electric figure down a long way, so compare quotes on the same basis.

What will a licensed plumber check on a gas to electric job?

A careful plumber will isolate and cap the gas line to the old heater, check whether any other gas appliance still needs that supply, confirm the switchboard can take the new load or arrange an electrician, find a spot with airflow for a heat pump, run the relief drain to a proper point, and issue a compliance certificate for the work. They will not connect a new mains gas water heater in an existing home once the rule applies. For any gas pipework changes, the gas fitting page explains what to expect, and the hot water systems page helps decide whether repair is still worth it.

Quotes and the work come from independent local plumbers who price each job themselves. If you would rather plan ahead than wait, send a gas to electric hot water enquiry now.

Next step

Tell the provider: whether your hot water is mains gas or LPG, a photo of the rating label, how old it is, whether it still works, whether you own the home or rent it out, where the unit sits, and whether any other appliance uses gas. Then ask about replacing your gas hot water before 2027 and a licensed plumber will come back with its options and price.

Frequently asked questions

Do I have to replace my working gas hot water system before 2027?

No. The rule does not make anyone remove a working unit. It applies only when a gas water heater in an existing home reaches end of life and cannot be repaired or safely maintained, from 1 March 2027 onward.

Can I still buy a gas cooktop or gas heater after March 2027?

Yes, for an existing home. AusNet's guide says existing gas cooktops and heaters can be repaired, and replaced with gas models if you choose. Hot water is the main change for homes already connected to gas.

What if I am building a new house near Sale?

From 1 January 2027 new homes must be all electric under the Building Regulations 2018. AusNet says a home whose building permit was approved before 31 December 2026 may still be able to connect gas, so check the permit date with your builder.

Does the rule apply to a holiday house at Loch Sport?

Energy Victoria's page talks about existing homes and does not set holiday houses apart. If a gas water heater at a lakeside house fails after 1 March 2027 and cannot be repaired, plan on the same requirement, and confirm it with a licensed plumber before buying a replacement.

Is there financial help to switch from gas to electric hot water?

Yes. Victorian Energy Upgrades discounts through accredited providers, the Solar Homes hot water rebate for eligible owner-occupiers through authorised retailers, and federal Small-scale Technology Certificates can all reduce the cost of a heat pump or solar unit. Each has its own eligibility rules.
